Planning Division

The Planning Division assists the community, City Council, Planning Commission, and Design Review Committee in preparing for future development and reviewing current plans for consistency with the General Plan, state law, and local ordinances.

Economic Development

Solvang supports economic development efforts that promote quality business growth while preserving the City's unique character. These efforts contribute to increased business, sales, and property tax revenue.

Public Records Requests

To obtain site plans, permits, or other property documents, submit a public records request through the City's official request platform. Plans not stamped by licensed professionals may be released without authorization.

Entitlements

Before beginning construction or changing land use, property owners must obtain the appropriate entitlements. These ensure consistency with zoning, land use, and environmental regulations.

• Zoning Clearance: Confirms project aligns with zoning code.
• Development Permit (DP): Required for most construction projects.
• Conditional Use Permit (CUP): Allows uses not permitted by-right.
• Subdivision Maps: Needed to divide parcels or lots.
• General Plan Amendments: Required for land use designation changes.

Housing

Solvang’s 6th-cycle Housing Element (2023–2031), certified by the State in 2024, sets policies and goals to guide housing growth and affordability. The City's 2045 General Plan integrates these housing goals with broader development and infrastructure planning.

General Plan

In July 2024, the City of Solvang adopted its comprehensive 2045 Solvang General Plan. This was a culmination of a multi-year work effort with a city led consulting team, citizens, decision makers, and city staff.  Please visit our dedicated General Plan page for more information.
